Ready for the new standard in packaging legislation

Why PPWR matters
The Packaging and Packaging Waste Regulation is the new European regulation aimed at making packaging more sustainable. With mandatory requirements on recyclability, reusability, packaging volumes, and waste reduction, it has a significant impact on producers, retailers, and importers. Organisations must demonstrate that their packaging complies with PPWR. Not only to avoid penalties or trade barriers, but to remain relevant and responsible within a circular economy.
What lies beneath
PPWR goes beyond previous packaging directives. It requires you to:
- Understand what you are packaging and how
- Document and share the right information, including Declarations of Compliance
- Assess packaging structurally on design, composition, and reusability
- Continuously improve based on data and scientific insights
Sustainable packaging becomes a system responsibility, not a one time decision.
Leadership means taking responsibility across the chain
PPWR sets requirements for packaging design, materials, and transparency towards regulators and customers. Leadership means mapping scenarios, structuring data, and aligning policies with both legislation and market developments. Organisations that act now do more than prevent risks. They create opportunities to innovate, improve sustainability, and strengthen their position in the market.
Three levels of development
Compliance | Meeting basic requirements
Collecting packaging data, preparing Declarations of Compliance, and verifying supplier documentation. The focus is on building a complete packaging dossier, conducting risk assessments, and meeting reporting obligations. Test results support compliance.
Compliance+ | Packaging policy and improvement plan
Conducting a gap analysis based on PPWR requirements and developing a structured improvement plan. This includes material selection, design for recycling, and avoiding harmful substances such as PFAS and NIAS. The organisation uses dashboards, data templates, and market insights to guide decisions.
Strategic | Embedding circularity in policy and innovation
Using PPWR as a strategic framework for sustainable innovation. Packaging is evaluated based on impact, circularity, and reusability. Policies align with ESG goals and supply chain responsibility. Innovation, compliance, and brand positioning come together at this level.
What it delivers
A structured PPWR approach provides:
- Demonstrable compliance towards regulators
- Reduced risk of penalties, claims, or rejected products
- Unrestricted access to European markets
- A stronger sustainable brand position and customer trust
- Insight into packaging data, risks, and improvement opportunities
PPWR is not a barrier. It is an opportunity to make packaging future ready.
